Regulating the Level of Nicotine in Combustible Cigarettes

Efforts to modify nicotine levels in combustible cigarettes have had a long and complicated history. To alleviate growing public concerns about the health risks associated with cigarette smoking and maintain their consumer base, the tobacco industry began marketing so-called light and ultra-light cigarettes in the late 1960s. Tobacco companies knew, and the scientific community soon demonstrated, that although these products produced lower yields of tar and nicotine when machine tested, they differed minimally from regular cigarettes when people smoked them as intended. Reduced yields were achieved primarily by adding ventilation holes to cigarette filters in locations that remained unblocked when tested by machine. When people smoked these cigarettes, however, they unwittingly covered the ventilation holes with their fingers or lips. They also reliably changed the way they smoked by increasing their puff frequency, depth, and intensity to maintain steady internal levels of nicotine, a process referred to as compensatory smoking. As a result, levels of exposure to nicotine and toxins were not meaningfully affected. Still, many smokers opted to use these products as an alternative to quitting, mistakenly thinking they reduced their health risks, just as tobacco companies intended.
